Approval of Minutes and Addendum to Minutes of July 14, 2010.

 

LADOT Agenda Items

Old Business – Discussion of tabled items from July 14th Agenda:

  1. Follow-up on whether LADOT Signal Timing Section’s still-pending school-hours pedestrian count, to determine whether signal changes are needed for clearance time to cross Barrington Ave. at the Federal-Indianapolis Ave. traffic signal when children are going to and from school, has been scheduled now that school is resuming, and if so, when completion is expected and what if any changes could be implemented.

Old Business – Progress Reports and Further Discussion of tabled items from July 14th Meeting:

  1. Progress report and discussion re: CD11 staff’s tracking of problem areas identified by residents and traffic committees, where parking of oversized vehicles and overnight parking with people living in these vehicles is occurring unrestricted on residential streets, creating noise, litter, and health and safety hazards for property owners and residents.  [CD11]
  2. Report on results of a speed trailer survey conducted on McLaughlin Ave. between Palms Blvd. and Woodbine St. where traffic merges into one lane.  Results were not available at the July 14th meeting due to a computer operation error, but the report should be available now.  [LAPD]
  3.  Report on monitoring and enforcement actions re: alley cross-traffic which fails to stop before exiting either west or east onto Wasatch Ave. in the block between Venice Blvd. and Pacific Ave.  [LAPD]
  4.  Follow-up report on whether Street Services has been able to make more durable repairs to paving and potholes in the alley west of Centinela and north of Venice where constant water outflow from a self-carwash business quickly washes out repairs. [CD11]
  5. Follow-up report re: repair and repaving of Warren Ave. to resolve safety issues caused by tree roots protruding from the street, whether the project has been scheduled in the new fiscal year budget, and results of Mark Antonio Grant’s consultation with Street Services.  [CD11]
  6. Follow-up report on results of investigation by the Chief Legislative Analyst for the City of L.A. into existing “nuisance vehicle” ordinances which can be used to address complaints from a Barbara Ave. resident about beat-up, graffiti-ed open-bed trucks filled with trash and junk constantly parked in the neighborhood bounded by Matteson Ave., Wasatch, Mitchell and Wade St., creating an eyesore and nuisance, and any new information uncovered in the investigation into this problem.  [CD11]
  7. Report on actions taken to get the many vehicles all owned by one person and parked for days at a time on McLaughlin Ave., ticketed and moved out of the neighborhood.  [CD11]

New Business – Items for Discussion:

1.     Complaint from a resident at 3444 Centinela Ave. that the recently repaved portion of the street between Venice Blvd. and Palms Blvd. has not been repainted with lane lines, turn lanes or other markings, creating a danger to vehicles, bicycles and pedestrians which are all over the road without these guide lines.  The resident asks for the repainting to be done immediately, before serious accidents occur.  [CD11]

2.     Another resident requests that tree branches obscuring the STOP sign on southbound Federal Ave. at the intersection of Stanwood (in Westdale) be clipped back immediately.  He watched a truck “blow through” the hidden sign as he stopped at the Stanwood STOP sign and says this is an accident waiting to happen.  [CD11]

3.     Request from a stakeholder about a pothole on the corner of Frances and Westminster Aves., on the right side as you turn right from Westminster onto Frances, which causes vehicles to skid in the turn and needs to be repaired.  [CD11]

4.     Complaint that the recent repaving on Wasatch between Westminster and Windward is very bumpy and uneven, causing cars to lurch along the new asphalt.  [CD11]

5.     Complaint by residents that large RVs with people living in them park on the south side of Palms Blvd. in the block just east of McLaughlin Ave. across from Mar Vista Park, creating litter and health and safety hazards for homeowners in that area, as well as safety issues for the adjacent Windward School students.  [CD11 & LAPD]

 

 

The next Bi-Monthly MVCC/LADOT/CD11/LAPD meeting will be held on Wednesday, November 10, 2010 at 10:00 a.m. at 1645 Corinth Ave., Room 201, Los Angeles, CA 90025.
