Call to Order and Introductions

 

Approval of Minutes of May 12, 2010.

 

Old Business - Progress Reports/Updates/Further Discussion of Items from May 12th Meeting Agenda:

  1. Follow-up report re: enactment and effective date of Los Angeles Municipal Code revisions to ease the Petition process and requirements for securing permits to restrict oversized and overnight vehicle parking on certain residential streets in Mar Vista.   [CD11]
  2. Report re: results of a speed trailer survey and monitoring of speeding or other unsafe driving activity on McLaughlin Ave. between Palms Blvd. and Woodbine St., where traffic is merged into one lane, and whether policing activities and enforcement have resulted in fewer accidents and/or incidents of careless driving in this block.  [LAPD]
  3. Report on monitoring and enforcement actions re: alley cross-traffic which fails to stop before exiting either west or east onto Wasatch Ave. in the block between Venice Blvd. and Pacific Ave.  [LAPD]
  4. Follow-up report on LADOT Signal Timing Section’s final pedestrian crosswalk traffic count during school hours at the Barrington Ave./Federal Ave. crosswalk signal, or its expected  completion date.  [LADOT]
  5. Follow-up on a request for police monitoring of vehicle traffic exiting onto Butler Ave. from an alley behind an apartment building on the west side of Butler just south of Biona Dr., where drivers habitutally fail to stop before driving out into Butler Ave.  [LAPD]  
  6. Follow-up report on whether more requests to fill severe potholes in alleys running west between Grand View Blvd. and Centinela Ave., east from the rear of the Post Office parking lot on Grand View Blvd. to Inglewood Blvd., and the alley west of Centinela/north of Venice Blvd. behind the mini-mall and self-carwash have been scheduled for repairs since CD11 began specifically identifying the pothole locations by a corresponding street address.  [CD11]
  7. Follow-up report on request for immediate repair and repaving of Warren Ave. to prevent further vehicle damage, accidents, and resolve other safety issues caused by tree roots protruding from the street, and consultation with Street Services to put repairs project into new July 1, 2010 fiscal year budget.  [CD11]
  8. LADOT has reported that a request for a STOP sign on the north side of Palms Blvd. at Rosewood Ave., requested at the May 12th meeting, has been studied but was not approved.  [LADOT]
  9. Follow-up report on results of investigation by the Chief Legislative Analyst for the City of L.A. into existing “nuisance vehicle” ordinances which can be used re: complaints from a residents on Barbara Ave. about beat-up, graffiti-ed open-bed trucks filled with trash and junk constantly parked in the neighborhood bounded by Matteson Ave., Wasatch, Mitchell and Wade St., creating an eyesore and nuisance.  [CD11]
  10.  Reason for non-compliance with a request to paint a “Stop Bar” between the street-painted word STOP on northbound Inglewood Blvd. and the Rose Ave. painted crosswalk, to keep vehicles from stopping on top of the south horizontal bar of the crosswalk itself.  [LADOT]

  1. Follow-up report on whether the timing on the traffic signal at Pearl St. on Bundy Dr. north

of Ocean Park Blvd. is correct to prevent traffic from backing up at the Bundy/Ocean Park or the Pico/Ocean Park intersections at peak traffic times.  [LADOT]

 

New Business – Items for Discussion:

1.     Request to investigate and monitor speed of vehicles traveling on Centinela Ave. between Palms Blvd. and Ocean Park Blvd., as many vehicles driving in that 40 MPH speed limit zone and re-entering the slower 35 MPH speed limit at excessive speed do not slow down, and there have been a number of accidents and serious injuries on Centinela between Palms Blvd. and the Charnock signal light, especially at night and in other off-commuter hours, when cars are often also heard racing in the street.

2.     Request to investigate yet another owner with old beat-up cars and trucks who parks his vehicles, some with no tags and many tickets, in the residential neighborhood on East Blvd., McLaughlin Ave. (his address is 3864 McLaughlin Ave.,), Coolidge, and Matteson Ave., leaving them for well over 72 hours and moving them only on street cleaning days or when Parking Enforcement marks his tires.

Discussion of items not on this Agenda will be had if time permits, or deferred to the next meeting.  Speakers are asked to submit a written request for time at the beginning of the meeting, and to limit their presentation to five minutes.

 

The next Bi-Monthly MVCC/LADOT/CD11/LAPD meeting will be held on Wednesday, September 8, 2010 at 10:00 a.m. at 1645 Corinth Ave., Room 201, Los Angeles, CA 90025.
